简要规格描述或项目基本概况介绍、用途：因唐镇敬老院管理运行需要，拟通过公开招标方式选择一位合格供应商运营管理唐镇敬老院，包括不限于敬老院业务接待、行政人事、长者生活照料、医疗服务、文化娱乐、后勤保障、安全保障、财务、设施设备管理等方面的全面管理。（具体详见第三章服务需求书）            

Brief specification description or basic overview of the project: Due to the needs of the management and operation of the nursing home in Tang Zhen, it is planned to select a qualified supplier to operate and manage the nursing home in Tang Zhen through public bidding, including comprehensive management of business reception, administrative personnel, life care for the elderly, medical services, culture and entertainment, logistics support, safety guarantee, finance and facilities management. (See Chapter III Service Requirements for details)            

合同履约期限：自合同签订之日起一年。

二、申请人的资格要求 2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业享受10%的价格折扣优惠； （2）残疾人福利性单位，并将其视同小微型企业。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: this project is not specifically aimed at purchasing small and medium-sized enterprises, and small and micro enterprises enjoy a 10% price discount when evaluating; (2) Welfare units for the disabled and treat them as small and micro enterprises.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
